Asseco gets selected by EU's largest paying agency

Asseco has signed a framework agreement with the Polish Agency for Restructuring and Modernization of Agriculture (ARMA) to develop and modify IT systems that are utilized to serve 1.5 million agricultural producers. The Agency has allocated more than PLN 54 million (net of VAT) for the execution of such orders.

Asseco has become one of the contractors that will take part in separate tendering procedures to be  announced by ARMA for modification of its information systems. Each order will include the preparation of an analytical description and a technical design of required modifications. Subsequently, the chosen  company will be responsible for the development and implementation of the whole application. The framework agreement has been concluded for a period of 4 years.

“Over the next five years, information systems to be developed under this framework agreement will be used to handle the payment of more than 27 billion euros in subsidies,” said Witold Malina, Director of the Agriculture Division at Asseco Poland. “This is an immensely complex solution that will require continuous development and implementation of advanced applications by top-class specialists,” he added. ARMA is the largest paying agency in the European Union. It serves the biggest number of beneficiaries, many of whom run small-sized farms. The Agency’s electronic database includes records of more than 33 million plots of land. For the majority of them, area payments are calculated and paid out on an annual basis. Hence, the Agency needs to own and operate a number of IT systems. The concluded framework agreement will enable the Agency to promptly adjust its activities to the changing regulatory environment. It will also allow for the implementation of intersystem modifications, contributing to stronger integration and more effective exchange of information between these systems.

Asseco has been already engaged in cooperation with the Agency, including the maintenance and development of its strategically important Agency Information System (AIS). Moreover, the company has implemented eApplication which is a comprehensive online service for handling of farmers’ area payment applications. It is one of the largest solutions in the Polish market that utilize spatial data.Apart from Asseco, ARMA has signed framework agreements also with HP Poland and Comarch.
