Handling bank processes of judicial and administrative seizures from bank accounts and their reporting
Asseco Authority Requests and Data Services (Asseco ARS) is a system that handles data exchange and carries out services between a financial institution and institutions entitled to information about accounts and clients.
The system cooperates with the Ognivo, STIR and CI modules. It allows for the exchange of data on bank account holders and messages related to the conduct of administrative and bailiff executions, as well as information requests of the Head of the National Tax Administration (KAS), the Developers Guarantee Fund (DFG). It also provides mandatory reporting to KAS and handles account blocking resulting from both KAS administrative decisions and execution seizures.
The system communicates with the PESEL restrictions registry, ensuring control of restrictions of PESEL numbers in cash operations with values exceeding statutory limits and in establishing customer relationships.
Asseco ASR provides a tool for handling developer custodian accounts. In this regard, it works with transaction systems. It is responsible for the processes of registering investments and monitoring flows in the accounts of real estate buyers. It automates premium calculation processes, reports to the DFG, and supports operators in record-keeping and billing processes related to release of tranches.

Execution Seizure Module
Legal basis: the Act on the Financial Information System, the Act on Amending Certain Acts to Counteract the Use of the Financial Sector for Fiscal Fraud, the Tax Ordinance Act, the Act on Trading in Financial Instruments, the Act on the National Treasury Administration (KAS)
- Automatic handling of blockades and other execution orders
Mechanism for automatic response to blockade requests submitted by authorized authorities. The system allows for an automated process of identifying balances and processing payments that need to be sent to authorities. - Evidentiary archiving of electronic writings
Evidentiary archiving mechanism of all communications including all documents and records of operations on proceedings. - Automatic resolution of confluences of executions
The system identifies confluences of proceedings at individual accounts, performs their automatic resolution in cases where the resolution decision is within the Bank's competence. - Automatic recalculation of KWZ and interest calculation
The system automatically controls the status of use of the seizure-free amount (KWZ) and updates the amount of KWZ on a monthly basis in accordance with the applicable law. The system automatically calculates interest according to rates appropriate to the component of execution in question. - Automatic processing of cyclical pension- and alimony-type seizures
The system identifies pension- and alimony-type seizures, manages priorities, and blocks funds in the appropriate order. - Support for all types of electronic execution letters
The system supports all types of incoming and outgoing Ognivo letters.
Central Information Service Module:
Legal basis: Banking Law, Law on Cooperative Savings and Credit Banks
- Fully automatic process of handling inquiries to the Bank
The system automatically monitors incoming messages to the Bank and performs automatic identification of customers and accounts. In cases where the operator’s intervention is not required, it prepares appropriate responses to the Central Information (CI) system. - Automatic verification of customer files
The system automatically identifies the files of deceased persons and the identified accounts assigned to them. - Handling inquiries to other participants of the system

Debtor Accounts Inquiry Module

STIR Module

- Reporting of customers and accounts
Mechanism of reporting of customers, accounts and transactions and handling of feedback from the KIR regarding the level of customer assessment and implementation of the process of handling detected errors in the reported data. - Transaction and balance reporting
Managing all types of KAS reports including files, accounts, deposits, transactions, customer logins and customer instructions to blocked accounts. - Handling instructions and requests
Handling requests from the Head of KAS involving the blocking and release of funds, as well as handling the process of providing information to the Head of KAS. - Handling customer risk assessment
Providing access to risk assessment information in operational processes related to establishing customer relationships.
DFG Module
Legal basis: the Act on the Protection of the Rights of the Purchaser of a Flat or a Single-Family House and the Developer's Guarantee Fund (DFG), the Decree of the Minister of Development and Technology on the percentage rates according to which the amount of the contribution to the Developer's Guarantee Fund is calculated, the Banking Law, the Civil Code Act, executive orders, acts regulating the functioning of the UFG.
- Support and automation of processes of recording of development investments
Mechanism of support of recording of investments, combined with automation of the process of opening of premises recording accounts. - Automatic monitoring of flows
Ongoing monitoring of payments on record accounts to identify contributions due to the guarantee fund and to inform about contribution obligations. - Mechanisms for control of tranche disbursements
The system supports the Bank's operational processes for releasing tranches, as well as has mechanisms for controlling the progress of investments. - Reporting to DFG
Automatic mechanism for reporting investments, contributions and tranche disbursements to the Developer Guarantee Fund (DFG).
PESEL Module
Legal basis: the Law on Amending Certain Laws to Reduce Certain Consequences of Identity Theft, Act on Minimum Wage for Work, the Law on Population Records
- Control of PESEL restrictions when entering into a relationship
Mechanism for control of PESEL restrictions when entering into a contract with a consumer, as well as each time the contract is amended if there would be an increase in the consumer's indebtedness - Control of PESEL restrictions in cash operations
Mechanism of control of PESEL restrictions in cash withdrawals from consumer accounts that individually or as consecutive ones cause the sum of cash withdrawals made on a given day at all outlets of a given Bank to exceed the statutory limit, i.e. three times the minimum wage for labor. - Verification of MIG-DZ Restricted Documents
Mechanism providing cooperation with the MIG-DZ (ZBP) database for control of restrictions of identity documents. - Monitoring of dormant accounts
Mechanism for ongoing monitoring of dormant accounts and verification of data of owners of these accounts in PESEL databases to detect the fact of death of owners. Automatic handling of dormant account handling processes, including automatic communication with authorized bodies (Municipalities).
BIK Module
Legal basis: the Banking Law, the Consumer Credit Act, the Civil Code Act
- A fully automated tool for communicating with BIK S.A. and transmission of BIK reports (batches) in the areas of: Individual Customer and Entrepreneur.
The solution provides two-way BIK communication, supports both reporting and monitoring of the Bank's inbox for feedback reports.
