Structural Funds are one of the most important financial mechanisms under the National Development Plan for the farming industry. OFSA is used for distributing funds and is one of the Polish state’s strategic IT systems. Development and Implementation of the Central Registry of Vehicles and Drivers „CEPiK” System for the Ministry of Interior and Administration
The Agreement concluded between Asseco Poland SA and the Ministry of Interior and Administration in October 2003 has resulted in the realization of a project for construction, implementation, operation service and further development of an IT system for the Central Registry of Vehicles and Drivers - CEPiK.
The above project is one of just a few undertakings of such a large scale and range that have been realized in Poland over the last 20 years. It is a comprehensive solution, developed on the customer’s request and in line with its specific requirements.
The users of the constructed System include on the one hand the citizens, and on the other hand – state institutions serving the citizens, such as the Police, Municipal Guard, Border Guard or Court Bailiffs.
CEPiK is a central system, accessed by Transport Departments in the individual offices of district authorities (Starosty offices) throughout Poland. At present, the system is equipped in 6 thousand access cards, and the application is implemented in over 16 Province (Voivodship) Offices and over 100 other locations. By the end of 2009, the application is to be implemented in another 400 offices of district authorities.
The aim of constructing the Central Registry of Vehicles and Drivers (CEPiK) is to protect the interests of the State and the Citizens in the area of road traffic safety, as well as the safety of vehicles and their owners. The operation of CEPiK is to prevent, to a large extent, car-related crime. In addition to the data on the vehicle, its registration and owner, the system collects also information on vehicle theft and its tracing down, registration document requisition, and vehicle insurance.
Implementation
Implementation of the System covers construction of a central database which collects data and information on vehicles, their owners and persons who possess qualifications for driving vehicles. The project covers also data verification and migration, implementation, start-up and development of subsequent system components, launching of an infoline for citizen service, infrastructure delivery and start-up, software and services delivery (servers, workstations, operating systems, databases, software tools and applications), call-center services, preparation of system documentation, trainings for over 4 thousand employees of district authorities offices, and building works.
Complexity of the system
The project is being realized in stages, and the Agreement signed in October 2003 has been completed in December 2009 ( a new agreement has been signed for purposes of future development and maintenance). Along with the main project, a number of sub-projects have been realized. The works executed under them covered, among others, extending the System’s functionality with regard to handling the process of providing personal and address data, as well as functionalities aimed at increasing the operating efficiency of MI&A units. The implemented components of the System include elements of the security subsystem which ensure a uniform model of authentication and provision of electronic signature infrastructure to the clerks of district authorities offices throughout the country.
Construction and Implementation of the ODPRAWA SG System for Border Guard Headquarters
Implementation of the ODPRAWA SG System is aimed at supporting execution of the basic, statutory tasks imposed on the Border Guard by the regulations of Polish law and by international agreements. In particular, the System is to assist the process of border and customs clearances handled by the Border Guard. The System is being developed as an integrated, modern tool for data exchange between the Border Guard and other public institutions. ODPRAWA SG is being implemented based on a modern IT platform, which is to ensure reliability and high performance of the system, and provide the foundations for its further development.
ODPRAWA SG is to enable cooperation with the European Union systems - SIS and VIS, as well as to ensure integration of interfaces to the national systems of external entities, including, among others, TERYT (Territorial Database), CEWiUP (Central Registry of Issued and Lost Passports), CEPiK (Central Registry of Vehicles and Drivers), POBYT, PESEL (Universal Electronic Population Registration System) and KSIP (National Police Information System). ODPRAWA SG will replace the existing system supporting border clearance and control, and will allow for integration of the systems used by the Border Guard.
ODPRAWA SG supports execution of the following activities:
- Carrying out border clearances and controls
- Checking, issuance, and cancellation of visas
- Management of ordered activities and collection of data on their execution according to the statutory competences of the Border Guard
- Preparation of reports and statistics on the execution of the above-mentioned tasks
- Management of execution of the above-mentioned tasks, control and internal reporting
- Handling of contextual checks within processes other than border clearance
The system is functioning in the Border Guard Headquarters and its 12 divisions and their outposts throughout Poland. At present, ODPRAWA SG is serving over 3,000 simultaneous users, and is capable of serving the total of 16,000 users.

Data Processing System for Automatic Traffic Supervision Centre (CANARD) for the Main Road Transport Inspectorate
CANARD monitors the non-observance of speed limits and traffic lights (red traffic lights). These behaviors are considered particularly dangerous on the basis of safety analyses.
The Data Processing System supports CANARD in detecting traffic offences and handling the ticket process. Traffic supervision is carried out in an automatic and centralized manner based on the nationwide network of speed cameras (stationary and mobile - mounted on vehicles), devices for sectional speed measurement and red light recorders.
The recorded material is sent electronically to the system operator in order to identify the vehicle and the driver and to calculate and impose the appropriate fine.

AIS/AES Automatic Import and Export System for the Ministry of Finance
AIS/AES is an IT system dedicated to handling customs declarations, statistical declarations and other documents related to the import and export of goods. It enables the exchange of import and export declarations as well as information in electronic form between customs offices in the European Union (EU).
ZEFIR 2 Integrated System for Collection of Receivables and Settlements with EU and Budget for the Ministry of Finance
ZEFIR 2 is a system of customs, tax, financial and accounting settlements. It ensures the handling of the full package of settlements with entrepreneurs on account of budget revenues collected by the National Revenue Administration (e.g. electronic declarations in the area of excise duty, gambling and minerals). It also enables the handling of settlements with the European Union and the budget in centralized technology.
Main tasks performed by the Zefir 2 system:
- Collection of receivables and settlements with entrepreneurs on account of budget revenues (taxes and duties)
- Settlements with the Polish and the EU budget

Reference Data System - PDR for the Ministry of Finance
PDR is a system that collects, updates, exports and makes reference data available to other customs systems.
It is populated by information:

- validated and controlled to ensure that it is up-to-date, correct, reliable, accurate, complete and consistent.
Its launch has improved the quality of reference data used by the operational systems of the customs services.
